HINDI umano aprubado ng Office of the President ang ipinatupad na dagdag-sweldo para sa mga opisyal at empleyado ng Home Development Mutual Fund (HDMF o Pag-IBIG Fund).

Ayon sa 2018 annual audit report ng Commission on Audit (COA), maituturing na illegal disbursements ang pinondohan na P248.319 milyong salary increase ng PAGIBIG Fund kaya’t dapat nang itigil ang pagbabayad nito.

Sa ilalim ng Presidential Decree No. 1597, gayundin ng COA circular at sa regulasyon ng Department of Budget and Management (DBM), ang paggawad ng dagdag-sahod na hindi inaprubahan ng Presidente ay ilegal.

Inaprubahan ng Board ng PAGIBIG ang P255.527 milyong supplemental budget para sa suweldo, year-end bonuses, 13th month pay, gayundin sa mga kontribusyon sa Government Service Insurance System, PhilHealth at Employees’ Provident Program para sa 3,561 empleyado at opisyal ng Philhealth.

“Thus, the implementation of the general increase in salaries for the officers and employees in the absence of approval from the OP (Office of the President) constitute illegal disbursements,” ayon sa report ng COA.

Ipinadala na ng COA kay PAGIBIG Fund Chief Executive Officer Acmad Rizaldy Moti ang kopya ng audit report nito.

Pero, depensa ng PAGIBIG Fund, ang dagdag na kompensasyon ay bahagi ng 2009 Compensation Plan ng ahensya at hindi na nangangailangan ng pag-apruba ng Presidente.

“Moreover, HDMF’s Compensation Plan does not require presidential approval since HDMF’s charter expressly exempted it from laws and rules on salaries and compensation which is unlike any other government agencies,” dagdag pa sa ulat.

Gayunman, iginiit ng COA na mayroong desisyon ang Korte Suprema na ang Government Owned and/or Controlled Corporations tulad ng HDMF ay hindi sakop ng Presidential Decree No. 1597.
